Proactive Disclosure under Section 4(1)(b) of the Right to Information Act, 2005

In compliance with the Right to Information Act, 2005, Telangana Fiber Grid Corporation Limited (T-Fiber) publishes the following information for the benefit of citizens seeking details of the organization's structure, functioning, and decision-making processes.

Chapter 1 — Particulars of Organization, Functions & Duties

T-Fiber aims to connect every household, government institution, and private enterprise across Telangana through optical fiber, delivering high-speed internet connectivity and enabling inclusive digital growth.

The Government of Telangana is taking significant strides in leveraging broadband infrastructure under the BharatNet project. In this context, the State has initiated the T-Fiber Project to extend broadband connectivity right up to the household level, ensuring every citizen reaps the benefits of the digital revolution. A dedicated Special Purpose Vehicle (SPV), Telangana Fiber Grid Corporation Ltd., has been established to lead the rollout of optic fiber and network infrastructure across the state.

T-Fiber envisions delivering Fiber-to-the-Home/Enterprise (FTTH/FTTE) connectivity to over 90 lakh+ households and 1 lakh+ public and private enterprises, government offices, and institutions across Telangana. The network will span 10 Zones (33 Districts), 589 Mandals, 12,769 Grama Panchayats, deploying an end-to-end robust fiber infrastructure up to the last mile.

Chapter 2 — Powers and Duties of Officers and Employees

As per the powers given by the TGFGCL Board.

Chapter 3 — Procedure for Decision Making, Including Channels of Supervision and Accountability

Files are submitted by Assistants/Executives to the respective Domain Heads and then to the Managing Director. All files relating to financial matters are routed through the Finance Unit / Admin Unit before submission to the Managing Director.

Chapter 4 — Norms Set for the Discharge of Functions

Instructions, guidelines, and orders issued by the management from time to time, along with relevant Government Orders issued by various Government departments — ITE&C, Finance, General Administration, etc. — are followed for the discharge of functions by officers and employees.

Chapter 5 — Rules, Regulations, Instructions, Manuals and Records

Directives from Board meetings held from time to time.

Chapter 6 — Categories of Documents Held by the Corporation

Policy guidelines conveyed through Government Orders are available on tfiber.telangana.gov.in.

Chapter 7 — Arrangements for Public Consultation

Telangana Fiber Grid Corporation Ltd does not have any direct contact with the public at present. There is no arrangement that exists for consultation with, or representation by, members of the public in relation to the formulation of its policy or implementation thereof.

Chapter 8 — Board of Directors

The State Government has appointed the members of the Board of Directors of the company, under whose direction, control and supervision the company functions. The present members of the Board of Directors are as under:

On the approval of the Board, T-Fiber recruits employees with expertise in Domain/Technical/Non-Technical areas on a need basis through a third-party agency. Remuneration is paid on a consolidated basis and varies from employee to employee based on their expertise and experience.

Chapter 11 — Budget Allocation

Telangana Fiber Grid Corporation Ltd does not have any Agency.

Chapter 12 — Execution of Subsidy Programmes

Telangana Fiber Grid Corporation Ltd does not implement any subsidy programmes.
